Context:

The 'out of bounds' expectation check looks at whether any of the entities provided by an LPA for a given geospatial dataset fall outside of the LPA's boundary. If they do, then the dataset will fail the check.
See datasette for results of this check.
This check applies across all geospatial datasets.

Sequencing:

Add map to issue details pages (table-level and entity-level)
Add 'out of bounds' results
2a. Add to task list count
2b. Add to task list
2c. Display out of bounds on issue details pages
Show out of bounds entities on dataset details page
