Missing GitHub templates

## Problem

We don't have issue and PR templates for SealCI. It would benefit greatly to development to define them.

## Solution

I think for now we need the following templates:

- Bug report issue
- Feature request issue
- General idea/discussion issue
- General feature/bugfix PR
