Celery logging is excessive

At the time of writing, on our deployments the celery_main.log is very quick to reach sizes in the order of gigabytes. This is because the celeryd or the celery task seem to log every bulk-api request, including its payload.

It is a good idea to have some logging available of every request that comes in, but logging the entire payload is over the top.

Note that this hurts performance a lot as it leads to lots of disk I/O.

Additionally, please modify the logging conf template in the playbook and verify that it takes effect. Me and @jaclu were struggling with this.
