Saved Rosetta message edits need to be picked up automatically

Both the Rosetta settings:
ROSETTA_UWSGI_AUTO_RELOAD = True
ROSETTA_WSGI_AUTO_RELOAD = True
Do not trigger a restart of gunicorn for message changes to take effect.

What needs to be modified to make this work?
