As pointed out by @carolinamoura2000, we have to be a bit more careful with the definition of Legal Amazon. In the IBGE website we see that it encompasses all of the North + MT, and only part of MA.

The problem is that in MA, 21 municipalities are only partially contained in the Legal Amazon (Here we can see that its east-most edge is just a straight vertical line, which cuts through municipal borders). So when we talk about the Legal Amazon in our documentation, we need to explain that we really mean "municipalities which have territory within the Legal Amazon".

It's also good to double-check how we constructed the municipalities.rda file (it's done in data-raw/build_sysdata.R). And then review the functions which use municipalities to see when it's really necessary -- better to not exert any external influence on the data if possible.
