Implementing St_MakeLine

Add the implementation for St_MakeLine as a udf, simliar to ST_MakePoint.

If useful, we have this in SedonaDB (would need some modification to produce output that is not just WKB, which is what we currently do). A GeoArrow in/out optimized version for geodatafusion would probably be quite fast!
