Some Footer links in Fabrica and Commons go to the homepage or are missing

Expected Behaviour

On Commons and Fabrica, these footer links should go to the following pages:

• "Steering and Working Groups" -> https://datacite.org/community-groups/
• "Strategic Initiatives" -> https://datacite.org/strategic-initiatives/ (how it is set up on the schema site) or https://datacite.org/partnerships/ (/strategic-initiatives redirects to this now)
• "DataCite Fee Model" --> https://datacite.org/fee-model/

Current Behaviour

On Commons and Fabrica, these footer links go to the homepage instead:

• "Steering and Working Groups" -> https://datacite.org
• "Strategic Initiatives" -> https://datacite.org

On Fabrica, this link is missing:

• "DataCite Fee Model" --> [no link]

The links for Strategic Initiatives and Steering and Working Groups were addressed here: https://github.com/datacite/assets/pull/17/changes but I'm not sure if Fabrica and Commons are still using assets.
