Errors when writing to a file formatted in UTF-16LE

If you try to write to a file that's encoded in anything other than UTF-8, Continuum will blow up. In my case, if I try adding the debug text POTATO to a text file formatted in UTF-16LE, rather than getting the word POTATO I get 佐䅔佔.

Also, I forgot to say that the byte offset functions are all wrong when writing to a UTF-16LE file. They show up in the wrong place.
