Add a manual quests' blacklist

I hate "Half-Empty" quest requirements. It confused me every time.
So I changed the "COLLECTOR_ID" in the DLL file 😆 

But, if some people want to exclude some quests from the list?

Can you add the manually fullfilled file with the excluded quest ids?
