Todo - When NFT is Registered, decrement deposits & pre-fund account creation #1
Description
As it stands, resources are kept in the registor's account and decremented when accounts are created. The resource should either pre-fund a TLOS balance, or it should even pre-purchase the resources.
As it stands, the user can issue the draw action to take back that which was deposited for user account creation.
