What does this PR do?

This PR adds a new project called Public Policy Impact Simulator, an educational policy-analysis tool that enables users to explore the effects of government decisions on society and the economy. Users can modify policy variables and observe projected impacts on economic indicators, public welfare, and social outcomes through interactive simulations.
