The 9-minimal image hasn't been updated in a while. Even though we do run updates ourself nightly, it is best to build off a newer image.

Pull request overview
This PR updates the base Docker image for the execution environment from rockylinux/rockylinux:9-minimal to rockylinux/rockylinux:9 to use a more recently updated base image, since the 9-minimal variant hasn't been updated frequently despite nightly updates being run.
