[FEATURE] Create a process to add a new support chain into CVMS

Feature Description

Create a process about adding a new support chain and checking the packages before merge.

Reason for Need

when I got the PR #6 , before merge the chain into our repo, we should check all package are availabe in the new chain.

for example, veindexer is support in only enabled chain which alredy ABCI++.
