Add pure conda install path

Add conda as 3rd install path for python base libraries.
Or install everything in a conda environment

Hi Andreas, I receive a message that COSItools can't be installed with a python version installed via Conda (Ubuntu 20.04.5 LTS). It sounds like COSItools can be installed within a Conda environment. Would adding Conda as the 3rd install path for python fix this?
