Pod Quadlet can't configure `podman pod stop --time`

Feature request description

Container quadlets allow configuring a StopTimeout, the "almost" equivalent podman pod stop --time is not configurable via a .pod file.

Suggest potential solution

Support a new [Pod] section option StopTimeout or a different name.

Have you considered any alternatives?

I was looking for this option for our CI tests, but in the end didn't require it as the issue was not setting a StopTimeout for my test containers.
