Add stealth key rotation flow

Users who suspect key exposure have no supported way to rotate to a fresh meta-address.

Add a guided rotation flow that generates new keys, republishes the meta-address, and keeps scanning the old one for stragglers.

Acceptance criteria:

• New meta-address is registered and shareable at the end of the flow.
• Old keys continue to scan for a configurable grace period.
• Rotation history is stored locally only.
