Encode the serving and platform GA gates as executable tests so a stable-labeled Meta LLM method cannot ship without its prerequisite evidence -- feeds directly into the M7 CI regression guard (#26).

Note: the "Blocked on #7, #8" reference above is stale — those are unrelated, already-closed issues (a Node env-var fallback bug and a Python retry-set bug). This is a leftover from placeholder numbering in the original mission plan draft, filed before real issue numbers were assigned. The real prerequisites for this issue are: (1) ADR-0024b's own D10 GA gates, most of which require batches/pods/webhooks/governance work not yet built (tracked in #59, deliberately deferred slices); (2) the ADR-0020 contract bundle publication this repo hasn't completed yet. Leaving this issue open and blocked on real work, not on #7/#8 — will pick it up once enough of #59's remaining scope and the contract bundle exist to write meaningful GA-gate tests against.
