Flicker on Select's MenuItem hover

When mouse leaves the MenuItem in the select for a couple of miliseconds a white background flashes white.

Steps to reproduce:

• Crete a draft if none exist
• Go to /my-posts?tab=drafts
• Open "Options" Select / Dropdown
• Hover over one of the options
• Stop hovering to observe the problem
