Add notion of dataset and dataset download completion

If you're downloading some dataset to your local machine through pinning, you'll typically be interested in knowing the completion state for that; i.e. what percentage of the dataset have you downloaded at this given instant? This comes quite naturally as you think of an asynchronous download API.

Finally, I also need this for the benchmarking experiments.
