[Forms] Add an "Other" option to the form #476

Is your feature request related to a problem? Please describe.
Checkbox or Radio blocks should have an "Other" option on request.
Describe the solution you'd like
The block should have a toggle allowing users to activate the "Other" option.
The option should allow the user to add an option with the title "Other," which opens an input field for the user.
The field's name should be i18n-ed and configurable from the translation files.
It would be helpful if a minimum/maximum length of the field configuration would appear when toggled.
