The current working groups process only mentions working groups at the broader "TOC level". Today, we have a lot of WGs spread across TAGs but they are not documented in the TOC repo. It is very hard to find info about what WGs exist.

We should:

The whole process needs to be revamped as part of cncf#1158.
There was some work that was started as part of cncf#868,
but the PR has languished.

This PR keeps the existing process and defines a lightweight process for
creation of new WGs in a TAG. This mirrors the process we follow today.

@nikhita Am interested in this issue as we are reviewing Working Groups within TAG App Delivery and archiving another.
Is there more movement here?
