Create content for non-code centric projects #327

Some projects aren't code-centric, for example a SIG, TAG or Working Group, and it would be helpful to have content such as guides and templates that they can use to bootstrap their project. The biggest difference is in the CONTRIBUTING and CONTRIBUTOR_LADDER or project roles.

TAGs/WGs are being handled via the TOC now: cncf/toc#1086

The remaining case is for specifically Specification Projects, which could stand to have their own Project Template variant. I've created a new issue #473 for that.

Closing this issue as now redundant.
