Building CMSSW_15_0_5 for data taking

Given 13.6 collisions this weekend, it would be timely to build a CMSSW_15_0_5 by end of Tuesday to incorporate accumulated changes. The timeline is driven by optimistically being able to change era ahead of 13.6 stable beams and to change to this release at the same time to avoid a processing version change.

The joint ops meeting identified these as being important
