Open issues regarding the HCAL local reconstruction on GPU

List of issues based on #31720 (comment) by @mariadalfonso and updated since then:

• finalize the M0: has some left over TODO that needs to be fixed (M0 it's not used in RECO, mostly only as validation)
• implement the modification to follow up on recent noise correlation that are important in view of the Run3 ageing:
  • #31064
  • #31513
  • #32662 / #32394
• address #32144 (comment), i.e. move out the algorithm part from DataFormats/CaloRecHit
• extend the DQM to make the plots we make now by hands
• update the treatment of HCAL MC digi flavor in GPU producer (see Treatment of HCAL MC digi flavor in GPU producer #33002)
