Why do we even have Rust in cmsdist ?

rust is needed by py3-cryptography which is needed by py3-poetry ( a python packaging and deps managment tool required by many python packages) :-(

rust builds for both el8 and slc7 now

This pull request is fully signed and it will be integrated in one of the next IB/CMSSW_13_1_X/master IBs after it passes the integration tests. This pull request will now be reviewed by the release team before it's merged. @perrotta, @dpiparo, @rappoccio (and backports should be raised in the release meeting by the corresponding L2)
