Package does not compile

This package does not compile except when using the exact recipe specified at https://github.com/cms-hcal-trigger/cms-hcal-debug#analyzing-tps-with-depthtiming-information. In particular, HE feature bit commissioning needs to use at least CMSSW_10_4_0_pre1. Could the use of depth/timing information be made optional?
