prepId for ReReco reqeusts #18
Description
we recently agreed with the request from computing that prepId be set also for data processing requests , see :
https://twiki.cern.ch/twiki/bin/view/CMS/PdmVProductionManagerInstructions#Policies_for_ReReco_operations

It looks to me like wmcontrol doesn't set the PREPId for the requests when
request_type=ReReco
