TE_L1PHID13_L2PHIB13 fails CSIM

The TrackletEngine TE_L1PHID13_L2PHIB13  fails HLS the HLS csim step in event 64. The C++ emulation says 27 entries should be written to memory StubPairs_SP_L1PHID13_L2PHIB13_04.dat, but the HLS loses the last entry, and so only writes 26 entries. (The 26th entry is written within 20ns of the end of the time-multiplexed period, suggesting that the 27th may have been truncated).
