Reduce number of triplets tested in TPD #308

There are too many triplet seeds produced in TPD that are not actually accepted seeds and so truncation (at 108 seeds tested) is removing a significant fraction of accepted seeds. We need to reduce the number of seeds being produced by the TripletEngineUnit, likely by adding tighter constraints to the seeds like the pt consistency check done in the prompt TrackletEngineUnit or tightening the rz bin projection for both the inner and outer triplet stubs in the seed. This is a high priority task for the displaced tracking project as it may fix the truncation issues entirely, or will let us know we should look at processing further down the chain (MatchProcessor and DuplicateRemoval are next).
