Unable to set different views to different regions

I have been wanting to set up two views looking at two different regions. I can set the first region but when I move to the second view and change the sceneviewer region nothing happens and I get no response from using the scene viewer widget.

Making changes to through the sceneviewer widget only effects the second view.

Might need meshes in two separate regions as well.
