🐛 [BUG] - Shoot Grafter does not remove Issuers that are removed from CareInstructions's AuthenticationConfig

Description

When updating the AuthenticationConfiguration referenced in the CareInstruction it does not remove entries from the deployed AuthenticationConfiguration.

Reproduction steps

1. Update AuthenticationConfiguration referenced in CareInstruction
2. Remove a Issuer, Add another Issuer
3. See error, removed issuer is not removed from AuthenticationConfiguration in Garden namespace
