chore: update helm charts

Task Description

We deploy Heureka and its scanners with internal Helm Charts. Instead, we should use the public helm charts in this repository.

Action items

Use the internal helm charts as a reference and:

• Update heureka helm chart on github.com
• Update k8s-scanner helm chart on github.com
• Update keppel-scanner helm chart on github.com
• Update nvd-scanner helm chart on github.com
• Update internal pipeline to use public helm charts
