Description

The logic for evaluating the CEL expressions is moved from the Plugin controller to the PluginPreset controller. The Plugin controller no longer evaluates CEL expressions.

Acceptance Criteria

• CEL expressions set in PluginPreset.spec.plugin are evaluated during PluginPreset reconciliation. The resulting Plugin will only have PluginOptionValues with .value.
• CEL expressions set on the Plugin are no longer evaluated.
