And add `-a` option help while we are at it.
Those are slow and using them does add load to the Tox network, but now this thing works behind fascist firewalls and some service is always better than no service. The rest should be fixed with better hole punching in c-toxcore, not with restrictions.

I just wanted the very last change (TCP relays, because c-toxcore hole punching sucks), but ended up rewriting a bunch of stuff.
Works for me.
