Emails not being sent from Topic page

Hi. Marcus Hanwell suggested I use your review branch and it has been working quite well for us for at least a year. I have, however, noticed a problem with emails being sent to people who "watch projects."

I've noticed a problem that when a review is made from a "Topic" page (links like https:///#/t/79/) emails are not being sent to users. If, however, the review is made at the change level (links like https://#/c/371/) then all emails are sent appropriately. The trouble is that this may have worked previously, but now I can confirm that it is not working. Can you verify that it should or should not be working?
