Custom cursors do not work in off-screen rendering mode

When using off screen rendering mode, cursors specified via a URL do not work.

To reproduce, start the detailed test application and then go to http://jsfiddle.net/wNKcU/5/. Notice that the test area in the bottom right does not display a custom cursor. This is not true if windowed rendering is enabled.
