Task Description
Add an option to create a repo with a specific name rather than generating repos based on tier counts.

Technical Considerations
Need to evaluate whether this should be implemented as a single name in a CLI parameter or as as file containing the repo names to be created.

Additional Considerations
This is required since at the start of a Voyage teams are sometimes added or split.
