Group pre v1 dep updates together with major #716
Description
We don't wanna be overwhelmed by Dependabot PRs, so we want to group them. We don't want updates that doesn't break anything to be blocked by manual fixes for dependency updates with breaking changes.
Group pre v1 dependency updates seperately from minor updates.
Attempted to do this in #713, but couldn't get it to work.
