Describe the bug We want our JuptyerHub to be able to allocate new user pods as users log on. We seem to be hitting a max and no new pods are created dynamically.

Solution we landed on: #3507 and #3508

To Reproduce
I think the max is hit after 5 users are already using Hub.

Expected behavior
Some discussion on #3422 about dynamically spawning new user pods
