v1.89 on 7.10 (beta) observed wackyness when allocating space on stations

I have an 'almost everything' station so I manage the storage allocations manually.

After 7.0 I noticed it 'fights' me and drops my allocations a little as soon as I set them
and when I collapse the trade ware's window - it often resets what I did...

Then, while debugging other stuff, I saw this and a bell rang.
Might not be the issue - but I figured I would make a note.

Oh - and the station has 8.5 million container storage and info reports it's using 4.5m
