Disable WiFi as a requirement before booting a server

To explain this in simple terms, I got a situation where there is 2 devices

• A laptop (Windows/Client)
• Mobile (Android/Server)

Since I don't have a WiFi connection, I use mobile hotspot and connect my laptop to the same network thus why, smb stream should be accessible on the client 'cus both are connected on the same local network

The problem is that it's not just a matter of not checking for a (regular) Wifi connection or not, I also need a link address to bind the server to, because I definitely don't want the server to accidentally bind to a mobile data connection and expose itself to the internet (okay, mobile phone APs supposedly are usually firewalled, but still).

Sadly it seems that tethering currently doesn't fit into the connectivity manager's logic, so it's not as simple as just adjusting the network type I'm requesting here.

So I guess some sort of hack along the lines of https://issuetracker.google.com/issues/201777853#comment4 (respectively for the current version of that code see here) would be needed (note to self: needs the ACCESS_WIFI_STATE permission).

Similar issue I face, use a 1Gbit/s USB-Dongle NIC connected to my router I do.
Phone recognized the Ethernet connection and established a link, though SimbaDroid did not recognize this asking for Wifi to be enabled.
