Add code for histogram computation

The current commands for histograms are fairly limited, one of which computes the histogram as part of a plot. This should be a separate function in the code.

Also, it appears that there is a bug in the NCL code for computing a histogram, as it doesn't produce the right counts at the start and end of the histogram.
