Uses cases.submitter_id rather than cases.case_id for participant_id when possible

When in the midst of a project, it often becomes necessary to communicate with the center that made the data submissions. Having their IDs as the primary ones rather than indecipherable UUIDs improves communication, especially as they are more likely to be used by other participating groups.
