1/4 frame latency mode

Hi! I bought a GBSC Pro based on the understanding that it had a mode that only added 4.5ms of latency (based on this video for an older GBSC version https://youtu.be/fmfR0XI5czI?t=808). Is this not possible on the GBSC pro? If so how do I set up mine for it? I have tried everything but I always get at least a full frame extra (maybe more) compared to my Retroscaler 2x (20-30ms vs 50-60ms).

Both using the same TV, NTSC 240P Nintendo consoles, 480p output, bob deinterlacing.

What kind of TV are you using? That also creates a lag.
