Allow syncwatcher setting to be saved/restored with presets

I am using a modded Atari2600 with cleancomp mod installed and on some games gbsc pro fails to lock the sync signal. I noticed that by turning off the syncwatcher these games now work, but the problem is that this setting is not persistent or saved in a preset, so every time I have to manually disable it.

It would be nice to have this option being saved/restored when saving/applying a preset.
