Oscillations in neutral momentum at detachment front

Significant neutral momentum oscillations localised at the detachment front, which may be causing slowdowns/instability. Initially this was thought due to neutral flooring issues mentioned in a prior issue #303 , however case was run using the neutral-eos PR which includes significant flooring improvements and yet the issue persists. This neutral momentum oscillation is present during both nuetral flooring issues, and with the fixes, which implies this neutral oscillation isn't due to flooring. See examples attached.
