I cannot even install it.

I wanna test it under localhost. Then go to http://localhost/myapplication/management/users/userpie/install
and it shows the following:

Internal Server Error

The server encountered an internal error or misconfiguration and was unable to complete your request.

Please contact the server administrator at admin@example.com to inform them of the time this error occurred, and the actions you performed just before this error.

More information about this error may be available in the server error log.

Can anybody make it clearer in the documentation I think there is something missing might cause some misunderstanding.

http://localhost isn't a domain.

Look at WAMP servers, or invest in an actual domain with web hosting.
