Add a way for admins to run database migrations or other similar one-off jobs

MVP could be an API that allows running certain binaries with certain args and logging status in the database, which user did it, etc. This way we can reduce the need to SSH into production.

This could also include ingesting archival catalogs, i.e., it could be a feature of the BOOM system: a way to execute and save the history of some long-running job that mutates the data system.
