Does not detect CSV setting changes

If you have it generate a CSV, and then change the settings (e.g., add or remove a drop) the system will not detect that changed configuration and regenerate the CSV. You have to currently manually delete the CSV first and then run make to regenerate it with the new settings.

At the moment, any change in the study config triggers a call to re-download every output. Even if the download skips, it will trigger a re-generate on the CSV. Thus this problem is, in effect, fixed at the moment.

No this still seems to be an issue. It sometimes regenerates CSV and sometimes does not.
