Indicate current server load

The Boa interface should indicate the current cluster load.

This can be done with some sort of colors/groups (idle/green, low, medium/yellow, high/red, etc).

This should at the very least be shown before submitting a new job and while any job is queued/running.  Possibly just show it at all times?

Task complexities can also give some indication of expected running times.
